This IMS 3.1 Usermod changes the MSG Region Parm LL, the number of BLDL
entries to allow up to 999 entries. Because the logic of the IMS parm
analysis routine puts numeric fields up to 3 characters in a half word and
longer fields in a full word, do not try to make it longer than 3 chars.
Also note that a 2 character field will still be accepted.
N.B. IBM have now announced support for up to 9999 entries in Version 4.
